美国实行总统制，总统选举 每四年举行一次。
预选是美国总统选举的第一阶段，通常从大选年的年初开始，到年中结束。预选有两种形式，分别是政党基层会议和直接预选。前者是指两党在各州自下而上，从选举点、县、选区到州逐级召开代表会议，最终选出本党参加全国代表大会的代表。后者在形式上如同普选，一个州的两党选民同一天到投票站投票选出本党参加全国代表大会的代表，这是大多数州采用的预选方式。
预选结束后，两党通常将分别在七、八月份召开全国代表大会。会议的主要任务是最终确定本党总统、副总统候选人，并讨论通过总统竞选纲领。
全国代表大会之后，总统竞选活动便正式拉开帷幕。这一过程一般要持续8至9周。在此期间，两党总统候选人将耗费巨资，穿梭于全国各地，进行广告大战、发表竞选演说、会见选民、召开记者招待会以及进行公开辩论。此外，候选人还将通过多种形式阐述对国内外事务的政策主张，以赢得选民信任，争取选票。 全国选民投票在选举年11月份的首个星期一的翌日，这一天被称为总统大选日。所有美国选民都到指定地点进行投票，在两个总统候选人之间作出选择。一个（党的）总统候选人在一个州的选举中获得多数取胜，他就拥有这个州的全部总统“选举人”票，这就是全州统选制。由于美国总统选举实行“选举人团”制度，因此总统大选日的投票结果，产生的实际上是代表50个州和哥伦比亚特区的538位“选举人”。另外，在总统大选日，选民还要在联邦范围内进行参议院和众议院选举。根据美国1787年宪法，参议员由各州议会选出，每州两名，任期六年，每两年改选三分之一；众议员由各州按照人口比例选出，任期两年，期满后全部改选。 真正的总统选举是在12月第二个星期三之后的第一个星期一举行。届时，各州和哥伦比亚特区被推选出的“选举人”将前往各州的首府进行投票。获270张选票以上的候选人将当选总统，并于次年1月20日宣誓就职。
就职典礼是美国总统选举的最后一道程序，只有到当选总统于次年1月20日手抚《圣经》宣誓就职时，美国的总统选举才告结束。
美国副总统不是由美国公众直接选出的，而是由民主党和共和党的总统候选人挑选并经两党全国代表大会选举产生。总统候选人在选择副总统候选人时首先要考虑此人的政治资历和条件，但主要看他在党内代表哪部分势力以便取得平衡，尽可能争取最大多数选民的支持。但大选结果取决于总统候选人。
副总统候选人通常是国会议员，但参议员被挑选为副总统候选人的机会较大。原因是参议员一旦当选副总统，就担任参议院主席，这可加强总统与参议院的联系。 例：1988年美国大选期间，许多美国人认为共和党总统候选人布什的竞选伙伴奎尔太年轻、不老练、不值得考虑，而认为民主党总统候选人杜卡基斯的竞选伙伴本特森经验丰富、深孚众望。但大选结果，布什获胜当上了总统，奎尔自然也成为副总统。
评论：
大选所暴露出来的美国式民主的虚伪更是为美国推进海外民主和人权外交蒙上阴影。在新形势下看清美国大选本质，需要从以下三大方面理解。
美国选举制度和运作确保垄断资产阶级代表人物当选总统
首先，宪法和有关法律规定，总统由选民间接选举，由依照各州议会所定方式选派的选举人团选举产生；除缅因州和内布拉斯加州外，其余48个州都实行胜者得全票制。这种制度有利于民主党和共和党两大政党控制选举，排挤其他小党，左右选民投票倾向。
其次，竞选资金是赢得总统宝座的最基本条件，广大中产阶级和贫民的真正代表不可能当选总统。总统候选人把筹款当做头等大事，并把金钱的力量发挥到极致。谁占有更多资金，谁就占据优势。资金短缺的候选人往往在初选中就被击败。此次大选两位总统候选人筹款超过20亿美元，加上两党各个政治行动委员会的开支，总额超过60捐款愈演愈烈，选举成了政治集团与利益集团之间赤裸裸的权钱交易。
第三，选民投票率低，当选总统不能代表大多数选民。100多年来，投票率呈下降趋势。20世纪60年代以来，历次总统大选的投票率均在63%以下。当选总统所得选票仅占适龄选民的40%以下。
选举严重脱离人民
两党候选人与选民的接触交流服从竞选策略需要，政策宣示和打民意牌的目的都是为了捞取选票，赢得大选。极其复杂的选举规则和程序为垄断资产阶级代表人物赢得大选布下多层保险网，中产阶级和低收入劳动者难有作为。各州各异的法律限制剥夺公民的选举权。美国人民经过近200年的长期抗争，直到20世纪70年代才赢得普选权。因选民登记手续繁难，至今仍有部分选民没有选举权。另外，奥巴马和罗姆尼口头上都表白为国家和人民竞选，行动上却始终把赢得大选放在首位，对当前急需解决的降低失业率、减少财政赤字和政府债务等问题，多的是相互攻讦，少的是有效的举措和对策。
选举制度腐朽，已不适应时代的实际情况，面临严峻挑战
首先，选举制度的改革动力不足，步履维艰，与政治、经济和社会的巨大变化脱节。制宪者200多年前创立选举人制度意在维持总统与国会、州政府与联邦政府的权利平衡，保障人口稀少的小州的权利。当时，政党政治尚未现身，竞选活动规模小，运行方式与现在相比也大相径庭。面对选举的严重缺陷，选民要求改革选举制度的呼声强烈。改革选举人制度和废除竞选中的政治捐款的要求尤为突出。但废除政治捐款改革，因最高法院裁定政治捐款属言论自由而被扼杀，其他改革也因事关美国根本民主制度，难以真正启动。
其次，选举对解决国家面临的现实问题作用有限。在经济全球化浪潮的冲击下，美国长期积累的各种经济社会矛盾日趋尖锐，贫富两极化越来越严重，三权分立、相互制衡的体制被两大政党滥用，成为内斗工具。
第三，选举结果往往难以兑现竞选承诺、体现选民诉求。在三权分立、相互制衡的体制下，政治、经济、社会重大问题的解决只能在国会参、众两院简单多数、甚至三分之二多数和总统达成共识、取得一致后才能实现。目前，两党立场迥异，时常把党派利益置于国家和选民利益之上，致使一些事关国家发展和选民利益的关键性议案胎死腹中。美国两党严重对立、党派利益至上理念愈演愈烈有其深刻的政治、经济和社会根源，已成为垄断资本主义在它的生产关系中产生的自我限制、自我破坏的腐朽特征。这种特征在三权分立、相互制衡的体制下不会自动消失。
例：据外媒报道，美国总统选举在当地时间11月6日迎来大选日，多个州都有涉及投票的投诉，包括票站开放过迟。
在宾夕法尼亚州，有选民投诉，在投票机选投奥巴马，却显示是投给了罗姆尼。另外，当地还出现确认选民身份的争执，有票站工作人员被指训练不足，在处理投票程序出现混乱。 在俄亥俄州，则有一些共和党人称投票机自动投给奥巴马，而民主党则反驳由共和党控制的州将未经检测的投票机投入使用。还有共和党人投诉，票站观察员被拒进入票站。
此外，在多个举足轻重的摇摆州，包括佛罗里达，弗吉尼亚及俄亥俄，由于民主党和共和党均在这些州拉票，因此选民投票率较高。但与之带来的结果是选民大排长龙，须要长时间等
候投票，不清楚有多少选民因而放弃投票。

1、受分权制的影响。分权制分散了公众的注意力。美国实行三权分立，特别是国会的地位比较突出。这种分权制在选举时也能够体现出来。在总统选举年，议员和总统的选举交织在一起，虽然人们更关注总统选举，但议员的竞选也时常在媒体报出并受到人们的关注。希拉里·克林顿今年竞选纽约州的参议员，媒体对她的竞选活动的报道甚至超过某些总统候选人。分权制影响着选民的行为。在大选时，当他们选择了某个党的候选人当总统时，往往在选举议员时把选票投给另一个党，以保持权力平衡。
2、受联邦制影响。美国各个州的权力很大，这也体现在选举上。各个州的选举制度差异甚大。就连一些政治学教授也难以说清各州的具体制度。选举方式差异更大。比如在投票方式上，加利福尼亚州用的是卡式选票，投完票后要由州选举办公室统一计票；路易斯安那州则是用投票机，选民只需在电脑屏幕上用手指点上所要选的项目，结果即刻被统计出来；而亚利桑那州则是通过网络投票，选民在家中即可投票。有些州在初选时，还搭车对一些州法案及人事安排进行投票。有时一张选票上有二、三十项内容。
3、政党的作用相对较弱。与欧洲一些国家如英国相比，美国政党在选举中所起的作用要弱得多。美国两大党并没有固定的党员队伍，在名义上，选民在选举时登记为哪一党的支持者即为该党党员。党组织对这种党员没有任何约束力，他们随时可以改而支持另一党。很多选民在选举中投某个候选人的票，主要不是考虑他是哪个党的人，而是看他的个人因素，如政策主张和个人魅力。美国两大党的组织都非常松散，联邦一级组织对州一级组织并没有领导与被领导关系，以此类推。各级党组织的联系纽带就是共同的价值观和四年一度的选送党代表的工作。有些州有自己的党纲和章程。全国委员会每四年一度制定的竞选纲领和遴选总统候选人规程就算是全党的纲领和章程，对各州党组织有一定指导的作用。
美国选举制度的功效
总的来看，美国的选举制度是行之有效的，经过200多年的发展，已经比较成熟，而且还在不断改革、完善。整个选举过程是有序的、透明的，选举结果也能得到公众的认可。选举有如下一些功能：
第一，选举使政权交接或延续和平地进行。选举是获得国家权力的唯一合法渠道，谁要想掌握国家权力，只有参加竞选，别无它途。通过其它方式如政变即使控制了权力机关，其权力也不会为公众所承认。这就基本排除了因争夺国家权力而引起国家政治动荡、乃至内战的可能。自南北战争结束后，近一个半世纪以来，美国政治是稳定的，没有因国家最高权力的交接而发生动荡，尽管社会下层因某些问题，如越战、种族歧视，一度出现过动荡局面，但政府的权威并未受到挑战。
第二，选举是选民行使民主权力的重要途径。美国人的民主权力有许多实现途径，如自由发表言论，但选举是最重要的途径，选民参加投票，最主要的动机就是要行使自己的权力。在美国，选民参加选举投票是完全自愿的行为，通过各种手段迫使选民投票是非法的。在新奥尔良的一个投票站，门前的告示上就写着：“距投票站100米内，禁止任何竞选活动”。
第三，选举是一次全民政治总动员。通过媒体展示出的竞选活动，将人们的注意力聚焦在选举上，促使人们关注、参与国家的政治生活，了解美国的民主制度和民主理念。可以说，
选举是向公众宣传、灌输美国价值观的极好方式。
第四，选举是一次对美国内外政策的大讨论。两党之间、候选人之间就美国现行及将来应该实行的政策展开激烈的辩论，并通过媒体展示给公众，而投票就是选民对各方政策的表态，胜者的政策自然是得到了多数选民的赞同。此外，获胜的竞争者还可以根据选举的情况，及时调整自己的政策，甚至将竞敌的政策拿过来为己所用。
第五，选举是选拔、锻炼人才的有效方式。首先是选拔优秀人才担任国家领导人。在选举中，被选举者本人要经受严格的考验，优胜劣汰。艰苦的竞选工作是对竞争者能力、智力、耐力、毅力、体力的全面考核，也是对他们个人乃至家庭成员品行及形象的检验。在竞选中，竞争者自然成了媒体和公众关注的人物，他们必须接受人们的品头论足。经受不起考验和检验者，自然要被淘汰。此外，在竞选过程中，许多热心于社会、政治工作的人，可以在竞选活动中展示自己的能力和才华，并且得到锻炼。帮助某个有希望的总统候选人竞选，是进入政府高层的最捷途径。
美国选举制度的弊端
美国选举制度也存在着明显的弊端，选举投票率低就表明这个制度有缺陷。英国大选投票率一般达70%，而美国只有50%左右，初选投票率更低，只有20%—30%。美国选举制度的弊端有以下几方面：
第一，时间太长，令人厌倦。从初选开始到大选结束，将近一年的时间。如果算上初选前的准备工作，则有一年半甚至两年的时间，真是一场马拉松式的游戏。每四年一次，一次一年。这样时间长而频繁的竞选，而且几乎是重复同样的过程和内容，自然会使人们感到厌倦。我们考察团的一些人就说，如果他们是美国人，也会感到厌倦。【美国选举方式】
此外，长时期的竞选，不利于总统和国会履行自己的职责。如果是在任总统参与竞争，他难免要分散一部分精力用于竞选，因此有一年多的时间，他不可能全力以赴处理国事。大选是关系两大党切身利益的角逐，两党势必要将主要注意力用在竞选上，有时会将一些内外政策问题作为一张牌来打，攻击对方，甚至不惜牺牲国家利益。
第二，费用高昂，富人的游戏。美国的竞选费用呈不断上升趋势。到今年3月中旬初选定局前，小布什已筹集了创纪录的7300多万美元，而且声称还要再筹1000万美元；戈尔受到职务的限制，只筹到700万美元，他打算再筹300万美元。美国总统选举是典型的金钱政治（当然这并不等于贿选或“黑金”政治），虽然捐赠给候选人的竞选基金受到有关法规的严格限制，但捐给政党的钱却没有明确的限制（被称作“软钱”），政党可以将之转用于帮助候选人竞选。金钱政治使得穷人望而却步，甚至望而生厌。不参加投票者，穷人居多。穷人认为，选举是富人的游戏，与他们无关。虽然宪法规定，出生在美国、年满35岁、在美国境内居住满14年者都有资格成为美国总统，但巨额竞选费用却将很多人限制在竞赛场之外。
第三，驴象之争，两党垄断政坛。民主党和共和党已垄断美国政坛近一个半世纪，两党的价值观和政治纲领在许多方面相近，而美国又是一个多元的社会，存在着很多利益群体。许多利益群体没有自己的政治代表，而现有的政治体制又很难使第三党崛起。在投票时，很
多关心国家大事的人都是采取“两害相权取其轻”的态度，或者干脆拒绝投票。有的专家说，在参加投票的选民中，只有10%认为民主党或共和党能代表他们。不过，有些专家又认为，两党制比多党制更利于保持政治稳定。再说，在多党制下，许多执政党所得到的选民支持率也并不比美国的执政党高。在多党制国家，对执政党和主要反对党不满者，将选票投给了其它党；而在美国，这部分人则是不投票，实质是一样的。美国的一些小党如改革党，对美国现有政治体制虽然持激烈批判的态度，但他们所提出的改革方案却很难行得通。

选人在某州得到简单多数选票(即在参选候选人中获票数量多，不一定过半数)，即获得了该州的全部选举人票。在计选举人票时，实行的是绝对多数制。候选人要获得半数以上票数方可成为总统。通常选举人都由获胜候选人所在的政党提供人选。美国选举制度。选举人在投票前要宣誓尊重选民的意愿。

it's the answer spoken by young and old， rich and poor， democrat and republican， black， white， latino， asian， native american， gay， straight， disabled and not disabled - americans who sent a message to the world that we have never been a collection of red states and blue states: we are， and always will be， the united states of america。
it's the answer that led those who have been told for so long by so many to be cynical， and fearful， and doubtful of what we can achieve to put their hands on the arc of history and bend it once more toward the hope of a better day。
it's been a long time ing， but tonight， because of what we did on this day， in this election， at this defining moment， change has e to america。
i just received a very gracious call from senator mccain。 he fought long and hard in this campaign， and he's fought even longer and harder for the country he loves。 he has endured sacrifices for america that most of us cannot begin to imagine， and we are better off for the service rendered by this brave and selfless leader。 i congratulate him and governor palin for all they have achieved， and i look forward to working with them to renew this nation's promise in the months ahead。

i thank president bush for his service to our nation， as well as the generosity and cooperation he has shown throughout this transition。 forty-four americans have now taken the presidentialoath。 the words have been spoken during rising tides of prosperity and the still waters of peace。 yet， every so often， the oath is taken amidst gathering clouds and raging storms。 at these moments， america has carried on not simply because of the skill or vision of those in high office， but because we the people have remained faithful to the ideals of our forebearers， and true to our founding documents。so it has been。 so it must be with this generation of americans。that we are in the midst of crisis is now well understood。 our nation is at war， against a far-reaching work of violence and hatred。 our economy is badly weakened， a consequence of greed and irresponsibility on the part of some， but also our collective failure to make hard choices and prepare the nation for a new age。 homes have been lost; jobs shed; businesses shuttered。 our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our pla。these are the indicators of crisis， subject to data and statistics。 less measurable but no less profound is a sapping of confidence across our land -- a nagging fear that america''s decline is inevitable， and that the next generation must lower its sights。today i say to you that the challenges we face are real。 they are serious and they are many。 they will not be met easily or in a short span of time。 but know this， america: they will be met。

这些冷嘲热讽的人不可能理解的是，他们脚下的这片土地已经发生了变化，长期以来耗尽我们精力的无聊的政治辩论已经不复存在。我们今天要问的，不是我们的政府是否太大或者太小，而是我们的政府是否起到作用，是否帮助美国家庭找到一份像样收入的工作，能够支付起医疗保险，一个有尊严的退休生活。
如果回答是肯定的，我们就应该继续执行。如果回答是否定的，那么计划将会停止，那些负责管理公共资金的人应该负起责任。我们的支出必须睿智，必须改变坏习气，运作必须光明正大。只有这样，才能恢复美国人民和政府之间至关重要的信任。
市场到底是好的还是坏的力量，这也不是我们面临的问题。市场给人们带来的财富和扩大自由的力量是无可比拟的。但是目前的金融危机提醒我们，如果缺乏监督，市场可能会失去控制。如果一个国家只追求繁荣，繁荣是不可能长久的。美国经济之所以成功并不总是因为我们国内生产总值的规模，而是因为经济繁荣已经渗透到各个领域和层次，是因为我们有能力向一切愿意接受帮助的人提供机会。我们帮助其他国家不是出于慈善，而是因为这是达到我们共同利益最可靠的途径。
至于我们的共同防御，我们认为在我们的安全和理想之间做出选择是错误的。我们的建国先贤们在面对难以想象的危险的时候，他们起草了一份确保法制和人权的宪章，一份后来用几代人的鲜血发展的宪章。他们的理念如今依然照亮着全世界，我们不应该为了权宜之计而放弃。今天，观看这场就职典礼的世界各地的所有人民和政府，无论是在大都市，还是我父亲出生的小村庄，都知道，美国是所有追求和平与尊严的国家和人民的朋友，美国已做好准备，将再次成为世界领导人。
回想前辈们通过牢固的盟友和坚定的信念，而不是导弹和坦克，来面对法西斯主义和共产主义。他们明白，仅靠我们单独的力量是不能保卫我们自己的，而且我们也无权随心所欲要做我们想做的事情。他们知道只有通过明智的使用力量，力量才会增强，只有通过我们正义的信念、自身的榜样，以及具有人道主义和自我克制的温和素质，才会有国家的安全。
我们是这些美国传统的保持人，在这些原则再一次的指引下，通过各国之间更好的合作、理解和更多的努力，我们能够面对那些新的威胁。我们将开始负责任地撤离伊拉克，把伊拉克交给她的人民，并且巩固得来不易的阿富汗和平。我们将跟老朋友和从前的对手在一起，不辞辛劳地来减少核威胁，减少全球温室效应。我们不会为我们的生活方式而道歉，也不会放弃保卫这种生活方式。那些通过恐怖主义和屠杀无辜的方式来达到目的的人，我们现在要对你们说，我们的信念比以前更加强壮，是坚不可摧的，你们不会比我们更长久，我们一定会打败你们。
因为我们知道，多元化的传统是我们强点，而不是弱点。我们是一个由基督教和穆斯林、犹太教和印度教以及无信仰者组成的国家，我们是由来自地球每个角落的各种语言和文化组成的；因为我们承受过内战和种族隔离的痛苦洗礼，走出黑暗的历程，我们更加坚强，更加团结。我们不得不相信，以前的仇恨总有一天会过去，派别分歧迟早会消失。随着世界在变小，我们共有的人道主义精神一定会展示出来，美国一定要率先走进新的和平纪元。
针对穆斯林世界，我们要在相互有利和相互尊重的基础上，寻找新的推动方式；针对那些企图制造冲突，或者把自己的社会问题推卸给西方的各国领导人，要知道，你们的人民会用你的建设成就，而不是摧毁能力来评判你；针对那些通过腐败、欺骗和镇压异议人士来维持权力的人，要知道你们是在错误的历史一边；不过只要你们愿意放开拳头，我们愿意向你们伸出手。
针对那些贫穷国家，我们保证和你们一起工作，让你们的土地肥沃，让清水长流；我们会滋养饥饿的身躯，灌输饥渴的头脑。针对那些和我们一样相对富足的国家，我们要说，对我们境外的痛苦，我们再不能无动于衷了，在消耗世界资源的同时，我们不能不考虑后果。因为世界已经改变了，我们也一定要随之改变。
当我们思考未来的道路，我们要带着谦卑的感恩之心，牢牢记住那些勇敢的美国人，他们现在正在遥远的沙漠和山脉执行巡逻任务。他们今天有话要告诉我们，就像安葬在阿灵顿那些逝去的英雄一直对我们低语一样。我们向他们致敬，不只是因为他们捍卫我们的自由，他们更落实了服务的精神，他们愿意寻找比自己意义更重大的事情。在这个时刻，这个将定义整个时代的时刻，正是这样的精神，必须长存在我们心中。
不论政府能够或者需要做什么，这个国家最终仰赖的还是美国人民的信仰和决心。在堤坝决堤的时候，接纳一个陌生人所展现的仁慈；因为不愿意看到朋友失业，而宁愿减少自己的工时所展现的无私，这些美德帮助我们度过最黑暗的时间。消防队员冲进满是浓烟的楼梯间所展现的勇气；父母教养孩子展现的自发性，这些最终决定了我们的命运。
我们的挑战或许是全新的。我们解决的方式也可能是全新的。但是我们的成功所仰赖的价值观却是恒古不变的，这些价值观是辛勤工作、诚实、勇气、公平、宽容和好奇。这些是真实的。在历史上，这些是推动我们前进的宁静力量。现在需要的是回归这些真理。我们现在需要的一个新的责任世纪。每一个美国人都要认清，我们对我们自己、我们的国家、世界都有义务。我们不是勉强的接受这些义务，而是欢欣的接纳。我们坚定的知道，没有什么比为艰难的任务全力付出更能满足我们的精神，更能定义我们的特质。这是公民权的代价和承诺。
